Steps to reproduce the issue
- install a package on pkgj
Obtained result: "Failed to install xxx: SceDownload change_state DC0 failed: 0x80103a23" Expected result: install my package
I want to install a mobile runtime but I have this error, I tried to delete ux0:bgdl and or0:bgdl and re-create them but same, I tried to change the dns, change the wifi, see if I have the airplane mode but nothing work.

So, sorry for the late reply, but I found a workaround. I kept trying and trying with the SharkF003 app, but nothing seemed to work. I investigated for days and found the “previous” version of SharkF003, SharkBr33d, and it instantly worked. Now, one thing is true, in some moment of despair I went to Auto Plugin 2 and read all of its plugins descriptions, then downloaded the ones I considered worthy. I’m sorry, but I can’t specify the ones I downloaded that time. If that still does not work, try to surf the web and find the already decrypted shacclib (is that name correct…?) file from another user, and then try again with SharkBr33d to see if the file is correctly decrypted and functional. Now, there’s many methods, but if Pkgj still doesn’t let you download the runtime you can use a program like CrystalPSM (I believe it’s called…?). I hope this all helped and I didn’t forget any steps. If you still have some problem related here I am.

Is it a PlayStation Mobile app? A while ago I tried downloading “Chaos Rings” and a bunch of other games (which are for PSM) and never got it to work. The “solution” I posted only helped me (and hopefully others) to get the PSM Runtime. Sorry I couldn’t help. :(

Hello, thank you for responding, it is a normal application, it is not mobile, it is called Xeno Crisis
After restarting, I think turning off wifi energy saving mode on energy settings worked for me ;)
