Relax `monad-tf`, `containers`; bump Haskell CI to GHC 8.0 - 9.12.2

Updated the CI to recent GHC versions.

Relaxed upper bounds of containers and monads-tf to work with the most recent GHCs.

@bjpop Do you have a rough timeline on when this would be merged and submitted as a new version to Hackage? We have been using our fork for quite some time now, and it would be easier for our dependency management were this to be submitted to Hackage. Thanks!
