Add flag for customising SignInMessage displayed on login page

Adds --signin-message to allow setting a default message on the authentication page.

Hi, can we have this merged soon, please? Same as in #424 , this doesn't have any merge conflicts, it's just one-click-of-a-button ahead :) Thanks in advance
