this adds a provider for Keycloak

@jehiah What is the procedure for getting pending PRs merged in? Is this PR missing something that is blocking it? We would love to see this brought in to the core. This repo has a ton of open issues and PRs, is it mostly unmaintained these days?

we have used keycloak with oauth2_proxy using OIDC provider and it worked well. do we need it still?
