Replace debug drawer
Replace internal debug functionality by using the rqt layers: https://github.com/ros-sports/vision_msgs_layers
Currently the vision doesn't publish e.g. balls that are droped due to being above the field boundary. This should be discussed as they are currently in the color coded debug image.
Is this meant to tackle the same as https://github.com/bit-bots/bitbots_vision/issues/350?
