Add MeowIce's Flag

[MeowIce]

MeowIce's flag is an extra Minecraft startup command to improve modern Minecraft servers with high player counts by picking the best and most well-known Java GC optimization flags from Aikar combined with additional JVM features to make the server smoother even further. It is best used with GraalVM.
