Should MotifDev.md be removed?

Not knowing the history I am not sure, I think MotifDev.md should just be removed. https://github.com/biopython/biopython.github.io/blob/master/wiki/MotifDev.md

The code became Bio.Motif later Bio.motifs, so at very least it needs a large update.
