Feature Request: Allow List Env Var

Currently, there is no Env Var to allowlist enable/disable and allowlist users via their username. Though this can be done via console to add users, it still requires manual adjustment to the properties file. Adding as an Env Var would then give the users more versatility and interaction away from the properties file.
