Document fragment scripts fire twice in Chrome/Edge

If scripts are included in the response and the useTemplateFragments option is set to true, the scripts will fire twice.
Scripts when using document fragments are processed on insert during the insertBefore method in Chrome/Edge but not Firefox. They are then ran again by the evalScript function.

This is related to #1977
