[tldraw] Re-render on resize

Describe the bug When the user resizes the browser tldraw components are being re-rendered.

Expected behavior If the playback is paused, no component should be rendering (if possible)

Additional context I do know about this: https://github.com/bigbluebutton/bbb-playback/blob/da2cb72329b1b9eeb3153287d73bff7a891a2064/src/components/tldraw/index.js#L1 . Why is this necessary?
