disable snapping when hitting top/bottom of page

Did you get to this, or did anyone come up with a solution.

I am having the issue where on a site with 6 sections that are all set to the window height, with an addition of a footer that is only 300px in height.

The problem I am having is that it is impossible to get to see the footer, as when scrolling it into view, the snapping kicks in and scrolls the previous section back into view and the footer out.
