Support both old begin_html syntax and new begin_export html

Since Org 9.0, #+begin_html is no longer supported, users need to use `#+begin_export html" instead.

As far as I can test, org-ruby does not recognize the new syntax.

Ideally, both would be recognized, as we don't want to break existing setup.
