support for meteorological IMGW datastore dataset

Telemetry dataset for meteo and hydrological dataset is available at https://danepubliczne.imgw.pl/datastore The dataset contains new metadata with station location and hydrological + meteorological measurements

This issue is created to cover the base mechanism that will apply only for air temperature measuerement (i.e. meteorological dataset)
