SFMS: Implement DMC, DC for BUI

As a FBA

I need to forecast the DMC, DCspatially

So That I can use it as an input for HFI calculation into the future

Acceptance Criteria

• [ ] DMC + DC are inputs into the BUI Calculation, using daily RDPS weather model data (24 hour precip (noon standard) (noon yesterday to noon today, most recent dmc, dc rasters for starting values, noon standard temp, rh)
• [ ] DMC + DC implementation vectorized like BUI, not necessary to prep weather input data, just have tests

Additional Context

• 2 tails ends of day for RDPS (5AM + 5PM)
• Inputs: Most recent SFMS output as an input into these calculations: Yesterday's DMC + yesterdays Drought Codes from SFMS
• Forecasted noon standard (12 local/13 PDT) Temp Rel Humid + precip from the last 24 hrs
• Calculate DMC + DC for the forecast period
