DEV: Update redis DeploymentConfig in dev

As part of Platform Service's management of the OpenShift Platform they clean up resources that have not been updated in the past year. Here is the email we received from them about the redis DC in our dev project.

DeploymentConfig/wps-redis in the namespace e1e498-dev on the Silver cluster is approaching a year since its last update. If not updated soon it will be scaled to zero. The recommended way to update is to build or switch to a newer image to get any security fixes that have been released in the past year.

Redis 5 has been deprecated. We should update to v6.

Acceptance Criteria

[ ] Redis 6 is running in our dev OpenShift project
[ ] Dev deployments use the new redis instance
[ ] Redis 6 is running in our test OpenShift project
[ ] Test deployments use the new redis instance

Just using the OpenShift UI Actions menu to select Edit DeploymnetConfig and set the redis version to 6-el9.
