MoreCast 2.0 SPIKE: MST time zone data (TIMEBOX= 2 days)

Describe the task The forecasters need to know that the weather stations that fall within the MST time zone in BC are being handled correctly. They are submitting forecasts in MoreCast for the correct time, and the weather data they are being shown is for the correct time

Acceptance Criteria

  • [x] Look at code and determine if stations in SE are being handled differently for noon weather extraction
  • [x] Follow up with forecasters to figure out what falls in MST, which stations are in this time zone (geographical boundary)
  • [x] Find polygon layer with boundaries for MST
  • [x] Determine regions affected by daylight saving time and regions that remain on standard time
  • [x] Check what WFone is displaying for actuals

Additional context

  • Do we need to be managing specific time zones for specific stations?

The Southeast Fire Centre operates on Mountain Time. I believe the rest of the province operates on Pacific Time. If MoreCast is showing forecast data for hour 12:00 PST, the data would be off by one hour in the Southeast.

The consensus is that forecasts are made for noon standard time regardless of timezone.

  1. NE and Creston - display NWPs for 20:00UTC when daylight savings is in effect. Display NWPs for 19:00UTC when day light savings is not in effect.
  2. SE - display NWPs for 19:00UTC year round.
