Bug: During Renewal, CRA Number Always Required when Editing a Person's Information

Scenario

Renewals workflow for a Host registration. In Step 2, user wants to make a change to the Completing Party's information, e.g. the email address. The Completing Party has no CRA number.

Observed Behaviour

After making edits to the Completing Party details, the system requires a CRA number to be entered. Unfortunately, this is field is not editable during the renewal process and the "This individual does not have a CRA Tax Number" is also disabled.

Expected Behaviour

After making edits to the Completing Party details, the user should be able to click "Done" to complete this section.
