Spoke with Argus and it looks like we can follow similar logic to change of address (it also delays dissolution - will confirm this with Thor as he implemented it for change of address)

~Business dissolution_date should also be updated~ only set when a business is actually dissolved

NOTE: this will be challenging to test because dissolution is turned off in dev/test, when it is on the process takes a very long time, and the existing dissolution code hasn't been fully tested - I think the dev doing this will need to do some manual data setup for QA
