Add validation, filing config, for all liquidator filings

  • Filing Config: inform on filing rules

  • assuming split filings per sub type

  • document ID to be handled separately

  • Colin sync*: Do we need to sync? Assuming we are not

Subtasks: Potential ticket for DRS Record creation

Can only be tested in DEV (disabled in TEST + PROD). Can be tested through UI once the #31786 is finished
