Bug-Login does not properly initialize

In the following scenario, login is shown not to properly initialize.

Example:

• I work in the application with BCREG0025 on /create-account (or any other for that matter)
• I logout
• I log in (in the same browser) with my IDIR and the application goes to the last open page (even though it was for another user)

I expected:

• Login to go to my start page regardless of what the previous user was in before
• Login causes a "Clean" session
• I expected to go to a role-appropriate page (/create-account is not a proper page for and IDIR user)
