SPIKE - Principal Residence Proof

Objectives: We need evidence from host that they actually live in the address where STR service is provided, so that we can provisionally approve them. This way it will reduce staff resources to manually review these applications.

Context: Ideally, we want to use the address on hosts' driver's licence or BC Services Card for verification against their rental address. If the address matches and other criteria are met (defined in here application will be provisionally approved.

The challenge is not we will not be able to access/use the address from BCDL/BCSC for validation.

Ask: Need to find alternative options to prove host meetings PR requirements so system can provisionally approve the applications

Additional Information When hosts select Yes the property has PR requirement, they will be required to upload supporting documents. Currently, hosts can upload one or more documents but we have not implemented anything to restrict what type of documents hosts need to upload.

@mbertucci for you to review and add more details. With the requirements of documents from Richard, proof from BCA may not be sufficient.

Can we build a proof of concept for this? I need a technical solution for this. We need to scan the address off 2 or more uploaded document and compare to short term rental address.

Team feedback is that this isn't technically possible to automate the scanning of all of these documents.

@mbertucci With initial assessment, it's almost impossible to automate the process of validating addresses through document reader, with such a long list of documents. The next possible solution is 1) check with BCA to see if we can get the data via API; 2) check with FIN to see if we can get SPEC tax and HOG tax via API.

If we can limit to one or a few documents, maybe explore the AI option. Include Thor in the discussion.

@fionazhou-jsb does our MOU with the CRA allow us to get the full NOA?

@thorwolpert Housing does not have MOU with CRA or Ministry of Finance, and unfortunately will never have one in the foreseeable future.
