[VERIFY] Emails not being triggered in test env for BEN alterations and Voluntary Dissolutions.

Describe the bug in the current situation When the user files an Alteration or VD, the emails with the attached outputs are not delivered.

Impact of this bug The user won't receive an email with the outputs attached.

Steps to reproduce the behavior:

1. Go to 'https://test.account.bcregistry.gov.bc.ca/decide-business'
2. Search for BC1095365
3. File an Alteration or a VD
4. Notice that the emails are not being sent.

It has been decided that alteration of business type will be part of the Directed Launch. Therefore, this ticket can now be investigated / verified / worked on.

Confirmed that emails are now successfully triggered in the test environment for BEN Alterations and Voluntary Dissolutions, with all emails delivered successfully.

However, some PDF documents may be missing from these emails. Not sure if this issue should be addressed in this ticket, but details are as below: Voluntary Dissolutions: The Voluntary Dissolution Application PDF is consistently missing, despite the email says it's attached:

The Certificate of Dissolution is occasionally missing, less likely — out of five tests, it was missing once: (nothing attached)

Alteration: All good.

Incorporation: Occasionally, the Certificate of Incorporation is not attached - less likely, out of five tests, it was missing once. (though the email says it's attached):

Additionally, tested with BC type, and the issue with the Voluntary Dissolution Application PDF is present there as well.
