Reciepts missing while paying as staff with zero fee.

Describe the bug in the current situation When the user makes any filing logged in as the user then the receipt is not showing up.

Steps to reproduce the behavior:

1. Go to 'dev.bcregistry.ca/business/auth/home/decide-business'
2. Login as Staff.
3. Complete any Filing.
4. Notice that the Receipt is missing from the list of outputs
