UI - Update business tombstone

  • grey out View and Change Business Information when a filing is in progress and when the entity is frozen
  • provide updated view when an entity is historical
  • You can get the list of allowed actions from the API https://github.com/bcgov/lear/blob/main/legal-api/src/legal_api/services/authz.py#L125

OK, updated the name and "View and change business info" link to properly be disabled. In regards to the issues with actions dropdown, they will be handled in different ticket #22238 or if more tickets is needed, they will be mentioned there.
