BUG - API Manufacturers Transport Permits Location Validation

A manufacturer recently tried to set up a transport permit to move the home off their lot, however, the business logic in place to ensure they are only moving from their lot is preventing the transport permit from being issued.
After a review, the validation is comparing the new location of the home with the registered location on the service agreement, which is incorrect.
The validation should be comparing the current civic location with the location of homes as entered on the service agreement.
The name of the manufacturer also needs to be compared, but this component is currently working correctly and does not need to change for this bug.

The location of the home must match the lot location, not the owner's address. I've added the following views to the figma designs for more clarity.
