FAS - Enhancement - improve sorting/filtering and add paging
Improve the sorting/filtering in FAS and add paging. This should be similar to the Account Management view that has pages and page forward ability.
GIVEN - staff are logged into BCROS and I am accessing Fee Accounting System WHEN - I input a custom date range THEN - I am able to view ALL the transactions and click page forward for next set of 50 transactions.

infinite scrolling will not work if filter twice
Login as IDIR Click Fee Accounting System Change Status to Complete, Then Change Status to Active
Scroll down, infinite scroll did not work

The balance filter will never stop loading.
Steps to reproduce the issue:
Log in as IDIR. Click on "Fee Accounting System". Enter 100 in the balance filter. Actual Result: The data loading process never stops.

Balance - This wont be a problem on Prod Ken, we're using Psycopg on PROD, PG8000 on DEV/TEST
Fixed in DEV/TEST:
