QS & SBC - API Transport Permit Amendment submission issue

[ ] In the QS account, when a transport permit is filed using a location type as 'Dealer/Manufacturers lot' and in the amendment flow when the location type is changed to 'Manufactured home park', then the submission fails with the following error:

When I tried with the staff account using MHR 108179 it worked without any issue, but the same MHR when I tried in the QS account in TEST, it failed with the same issue.
MHR 108306 in DEV, MHR 108163 in TEST: errorMessage "API backend third party service error." rootCause "detail:[Additional validation: New location type cannot be different than the existing location type.],message:003: Registration request data validation errors. "
- In the following screenshot (108179), previous location type was 'Manufactured Home Park', and then I changed it to 'Dealers/Manufacturers Lot'.
@sharongithub1 @arlentees @fareenr @LizGovier @saragunnarsson @doug-lovett @cameron-eyds Checked with Sharon and only MHR staff should have access to change the locations type when amending a permit. In BCOL there is no option to change the location type for permit amendment and she would like to keep it that way for now. Fareen please include this restriction in the user guide/doc for QS, I will let SBC know. We might want to have a ticket to disable location type for permit amendments if user is not MHR staff.
After a discussion with Sharon, it makes sense to allow the QS the ability to change the location type, given that we already allow the complete modification of all address fields.
Verified in DEV for QS account, SBC account will be verified once the IDIR issue gets resolved.
Hey @doug-lovett , For the QS account in TEST, when the user amends the transport permit in the same day transport permit has filed, then the days to expire displays 'Expired' which should be 30 days. DEV and SBC account looks as expected.

@chdivyareddy the scope of this ticket is the change to allow the amendment with a changed location type to complete without the error documented in the description. The incorrect setting of the amended permit expiry date in the legacy database because of something in the home registration history is out of scope for this ticket.
@doug-lovett , thanks for the input. Do we need a new ticket for this issue and move the current ticket along?
