• [x] If a staff TRANS registration type registration includes a valid transferDocumentType, allow new owners to be any party type (ADMINISTRATOR, EXECUTOR, TRUSTEE).
• [x] Only allow TRANS registrations to include a transferDocumentType for registries staff.
