Create UI: Clicking on Use New Name Request invoking the NR validations there by blocking the use to move forward.

Describe the bug in the current situation When the user starts a Regular Amalgamation and in the "Resulting Business Name" section if the user clicks on "Use a new name request number" then the NR validation gets invoked and even upon closing that block the user is not able to move forward.

Steps to reproduce the behavior:

1. Go to 'https://test.create.business.bcregistry.gov.bc.ca/'
2. Start an Amalgamation Application.
3. Click on "Use new name request"
4. Observe that the NR Validation is invoked.
5. Hit on Cancel and choose another type for ex"Adopt a name from existing amalgamating business"
6. Now click on "Amalgamated Businesses Information"
7. Observe that the "Amalgamation Information" Page is not completed.
