UI Bug - Special Sale/Gift after AFFE - missing read-only states

There has been some regression where read-only states are no longer read-only in the Special Sale/Gift transfer that happens right after an AFFE (whether user starts the sale/gift right away after AFFE, or starts from the MHR table)

  • Cancel Owner Change button should be deactivated
  • Transfer Type and Declared Value should be read-only fields with dotted lines.
