UI Design - Handling and Rules for Changing Cancelled MH Registrations

Requirements Ticket: #18092
It's likely staff will not be able to perform any function with the exception of re-registration (when does this happen?). What about manufacturers - can they re-register?
- sharon said homes are only cancelled when they find a duplicate or some other mistake and that they do not need to be re-registered (Sept 27 requirements call)
Met with Sharon and Liz to review requirements for process in new app:
Process for MHR cancellation
o Only staff will have the cancel option, and it will be part of the options list, like for exemption.
o Staff should be provided a warning "Are you sure you want to cancel this registration, after cancellation the registration will not be active and available for any further transaction", staff should have a check box to select and confirm all verification is done.
o Option to cancel all unit notes automatically (if not then staff would need to cancel all notes manually first).
o All PPR(s) against the home should be closed before processing a cancellation, if not an error should be displayed.
o When the cancel is done, the status is 'cancelled' and there is no possible further transactions
o A cancel unit note should be created automatically, as it is today and with the same text automatically populated. (will provide text)
o Staff should be able to see the cancelled MHR in their search and see the cancel unit note. Catherine has a comment about a Registrar Correction unit note, but the text included in a cancellation unit note is is different than for a correction. I will check further and provide my updates.
Outstanding questions:
- Need to check what document type is used to cancel a registration. The cancellation cannot be done in test, we need to check previous homes cancelled in prod.
- Need to check for the cancel unit note, what unit note type it uses. Again cannot be reproduced in test we need to check prod.
@catherinecarlson - a couple more questions for you.
- What is the process for cancelling an MHR Registration by staff - Registrar's Correction, yes?
- Will there ever be a case when a home that gets cancelled has Unit Notes? Or would that never happen? Asking because I am wondering if we need to deactivate the ability to cancel existing unit notes on a cancelled home and/or what happens to the existing unit notes if there were any when the home was cancelled? NVM - I just found out that there would be a Registrars Correction unit note on a home that is cancelled.
@lbergero819 - this ticket is awaiting your requirements gathering/testing on what happens to existing unit notes on a home once the home has been cancelled (as per my email).
Requirements ticket has been logged in #18092.
from Louise -
The test on the green screen could not be done, Sharon does not have access to use the Cancel option on the green screen (see error msg below) and she needs to use a backend process to cancel a registration. The backend cancellation notes she needs to use are in the office and she was not in the office for the last few days, but she will be there on Tuesday. That been said, she never used these notes and try the backend cancellation process before, it used to be Bob Bowles who took care of that and there was no cancellation to be done since he left.
But whatever the behaviour of the legacy system is for registration cancellation, the important thing is what the business requirements are, and if they will be automated in the new system or manually handled by staff or a backend process, datafix. I reviewed some of the steps/restrictions with Sharon:
If cancel option is automated:
Only staff should have access.
All unit notes should be closed.
All PPR should be closed except PPR type to discharge.
Staff should have to select a check box to confirm all has been verified before they can cancel.
When cancel is done, status should be cancelled.
When status is cancelled no further transaction should be possible.
Tracey Questions -
- Do we need a separate DOC type for Cancelling an MHR? I believe its done using a Registrars Correction right now (not working). But might make sense to separate it on its own.
- Will Staff manually have to cancel/remove all unit notes before hitting cancel?
- When unit notes are closed, I assume they are removed from the search outputs
- Need details about PPR being closed

In test there is one MHR cancelation: Manufactured Home Registration Number: 081277
To answer this question from the description above: "It's likely staff will not be able to perform any function with the exception of re-registration (when does this happen?). What about manufacturers - can they re-register?"
ANSWER: No re-registration will be allowed after a cancellation (unlike after exemption). A datafix would be needed to change the status and remove the cancellation unit note. Since cancellation very rarely, just once or twice a year at most, and mostly when the registration has been done in error (eg: duplicate), there is no need to have another transaction to reverse the cancellation.
