Privacy training for staff re: PII in BO data

Ensure all people with access have completed the appropriate levels of Privacy training.

We may need to have privacy training as an access requirement for users/staff.

We might be able to leverage the training services and certs that BC Gov't already has in place, but we'll need to link into it somehow.

1. Confirm which privacy training is available for BC Government staff and contractors
2. Confirm which privacy training is required when handling PII
3. Confirm who must complete this training (e.g. corporations staff we would assume need this training but what about other units who may answer calls, admin, help desks etc)
