NAMEX - Updated 'COMPLETED' status filter to only include those that are completed

Staff are concerned that the 'COMPLETED' status filter in NAMEX doesn't display just NRs with COMPLETED status

@PatrickAHeath Hi Patrick, because the Names application are fully in operational support mode, I think that these type of tickets should go to the SRE team first. Their investigation/work is going to be two fold: 1. Addressing the immediate need of the user, as applicable. 2. Addressing the root cause of the issue. At this step they will make a determination if a code change would be required, which might require the involvement of the Entities team. @pwei1018 @ozamani9gh @sarahelz19 I have attached the SRE label to this ticket, and will get in touch with the SRE Dev on Ops duty first thing Monday morning.
