UI - Prevent Duplicate Secured Parties on Registration and Amendment

GIVEN I am a PPR user entering secured party details on a initial registration or any place where a secured party is edited WHEN I attempt to add a secured party with the same name and postal code a second time THEN I am presented with a warning that duplicate secured parties have been detected and I cannot proceed on the parties page AND If I navigate to the review screen I am presented with a warning modal containing contact information for BC Registries AND I cannot complete the registration.

GIVEN I am a PPR user entering secured party details on a initial registration or any place where a secured party is edited WHEN I add a secured party from the secured party look up THEN I see a green check box with the text 'Added' AND I am unable to add the party to the table again.

Note: Check for duplicate secured party before similar match check.
