Create + Edit UI - file uploader pdf page size validation issue

When uploading documents that need to be certified eventually by BE processes like the filer, if any page after the first page is not the same size as the first page, the filer fails to process the pdf document. This happened in ops #1598.

The current implementation of the pdf validation only checks the first page's size. It should be updated to validate all page sizes.
