Create UI - Update party first/middle name validation rules to support length 20 for BEN/COOP IAs

This is a follow up ticket based off of the work from #14119 and #14120.

The issue of completing party first name being too long is resolved but from a UX perspective, there is a non-show stopper bug for COOPs and BENs. When an IA is filed for a BEN or COOP, if a first name or middle name provided by the user exceeds length 20, the UI does not display a validation error which it should. Upon filing the IA, the BE will currently return a validation error message which displays like the error dialogue below.
