ToDo:

Ashna to use sample CSV and fill in account info that she wants to go NSF.
Set up NSF scenarios in Test (upload CSV to Minio, then trigger)
Ashna to pay down various NSF fees and watch for unexpected outcomes (account still locked, NSF balance only partially paid, other)
