MH Registration Stepper Issue

GIVEN I am an MH staff user WHEN I complete filing a Manufactured Home Registration and start filing a new MH Registration THEN the Steppers should not be auto-checked until the user fills in the data and previous filing data should not be retrieved in a new registration

  • [x] When a user completes filing an MH registration and tries to start filing another new MH registration, then the steppers show a green checkmark as complete without filling in the details of step2 and step3.

Expected Behavior: When a user starts filing a new MH registration, then the steppers should not be auto-checked as complete, and previous filing data should not be retrieved.

@owillborn , the steppers issue of auto-checking has been fixed, but step3 displays error messages as soon as user navigates without entering details to it. Please take a look, thanks!!
