UI - Add certified option checkbox
Given I am staff completing a MHR Search When I complete a MHR Search or combo search for a client Then I want the ability to select certified output at a $25.00 fee

@LizGovier can you please add a mock-up showing where the certified search checkbox will appear on the review screen, and how it should appear in the payment modal when a user has selected this on the review screen. Please note if the user has selected multiple MHR registrations they should be charged the certified fee for each registration.

Here are the mocks for adding the Certified checkbox to MHR search. I ran through these with Scott and he says they're good to go but was wondering if Sharon would be reviewing them.
Notes :
- I've added extra copy in the checkbox area so it's clear to the user that they will be charged $25 per MHR search. Let me know if you think the instructions are clear.

@LizGovier @forgeuxGH5 @mstanton1 - i moved the Certified search checkbox below the Priority checkbox so it just gets added to the bottom of the existing shared staff payment component and moved the figma wireframe link to the top of the ticket. Also included the word "add $25..." to certified to match Priority
Melissa/Scott -- Do we need the Priority checkbox for staff MHR searches? Is there such a thing? PPR search doesn't have one. Maybe its there because this is a shared component and staff would just ignore it?
@tlebedovich when we gathered payment requirements we were advised that a client could request their search from staff on a priority basis. No other filings have a priority option though -it's strictly for MHR and Combo search done by staff.
