Make use of retirements record

We might consider using this data to output even more informative error messages. This would allow us to catch retired layers with an correspondingly informative message:

This will expand on PR#122 and even better address #121

This would be very helpful! It looks like it's just for records that are in the BCGW right?

Oh yeah that's true. So limited to those data.

But that's okay - many of the records are from the BCGW, so definitely worth it.
