Remove link from repo About / description

The repo description (which shows as the page title and in the 'About' section in the top right on the base page) includes a link in markdown which can't be rendered. Remove the link to the OpenAPI 3.0.1 spec (and make more prominent in the readme if necessary).

Suggested description:

A collection of BC Government hosted API specifications.
