Docker ubuntu 24.04

This PR updates the default container build to use Ubuntu 24.04 LTS as the base image. There are a few minor fixes to the codebase as well

  1. Improving compilation compatibility with mariadb (used as the mysql server here).
  2. Fixing compilation errors on non x84_64 architectures (compiler flags)
