This adds the demo template to the `catalog.location` and also fixes a few broken links in the template itself.
Adds notifications to the demo page (even though there are no plugins sending them yet but just to give idea what it looks like)
Upgrade to Yarn 4 as we are working on that for the main Backstage repo as well, just to keep things in sync and up to date

It's produces type err, cause it uses the Python 3.10 at latest release and it's incompatible with old versions
