Home page: Latest News section links

We need to improve the links on the "Latest" News section.

Links to the Post:

• I would prefer that the Article title be the text that links, so that we can use the ALT text to describe the image (creating a more equitable experience for sighted / unsighted)
• Ideally, the image here should have Alt text describing what's in the image (we can fix that)
• but if the image is what links, then the ALT text would need to describe where the link goes instead - essentially duplicating the blog post title.

Links to the News listing:

• Can we Add link to /news page somewhere on this block?
• Is the button / tag an appropriate place to put that?
• There is a "See the showcase" button for the showcase section - should we do something similar for News?
