sagemaker-python-sdk [Draft - PENDING DEPLOYMENT] feat: Support selective pipeline execution between function step and regular step

Description of changes: This is a follow up change of the previous PR https://github.com/aws/sagemaker-python-sdk/pull/4372. With it, function step can be fully supported w.r.t selective pipeline execution.

NOTE: This PR should not get merged until the dependent backend change deploys to all regions. Otherwise the newly added integ test and a few others would be bound to fail.

Testing done: unit and integ tests
