"The installation failed" when installing for specific user on macOS

Hello!

I can't install AWS CLI using GUI installer:

Regression Issue

I was able to install AWS using GUI installer before locally around a year ago.

Expected Behavior

GUI installer successfully install AWS CLI for current user

Current Behavior

GUI installer fails to install AWS CLI for current user

Reproduction Steps

0. Clean macOS system
1. Download GUI installer from https://docs.aws.amazon.com/cli/latest/userguide/getting-started-install.html
2. Select "Install only for me" option, did NOT specify different install location
3. Follow installation process
