Update Cromwell engine to Loka distribution

Description

The updated fork of Cromwell distributed by Loka contains a number of enhancements and bug fixes, including container hashes from ECR which makes call caching possible with ECR containers. It also includes support for FSxL which we might want to add to AGC in the future.

Proposed Solution

Update our engine image to include this build.
