Code for this will eventually live here.

We'll put a README file and meta data file in our repo. I'm working through this PR now.

The code has been approved and merged into an external repository. It is actually made up of three different projects. Find them here. Please follow the pattern used by the Step Functions Local sample by creating a README specific for testing, a metadata file for Serverlessland, and then a link over to the codebase at the external location.
