Added PermissionsBoundaryArn parameter and added the permission boundary to the created IAM Role.

Issue #, if available: currently, there is no way to add a permission boundary to the IAM role created with this template. Description of changes: Added PermissionsBoundaryArn parameter and added the permission boundary to the created IAM Role.
