Feature request: Publish Lambda Layer in AWS China regions

Use case

I write Lambda functions in Python using the Powertools and I'd like a consistent deployment both in AWS Global and AWS China.

Solution/User Experience

A solution would be for the Powertools team to publish an official Lambda Layer in AWS China (both Regions).
